Until the 1930s there had been thirteen attempts at creating league competitions in the south of Scotland.

The South of Scotland League was formed in 1892 but was unfinished due primarily to the clubs preferring to play in cup competitions and traditional friendlies. Most of the fixtures weren't played and the competition was subsequently abandoned.

The Kirkcudbrightshire-based Stewartry League was formed in 1894 with the winners being awarded the St Cuthbert's Cup. St Cuthbert Wanderers, Barholm Rovers, 6th Galloway Rifle Volunteers, Douglas Wanderers and Vale of Fleet all compete although Fleet initially withdrew due to the increased travelling costs. Dumfries club Maxwelltown Thistle had also expressed an interest but the costs incurred by the traveling they needed to do was prohibitive. Due to a harsh winter the first competition was unfinished.

After the Stewartry League disbanded in 1897, the three members joined with the seven other top clubs in the Dumfries & Galloway region in June 1897 to form the Southern Counties League. There have been six versions of the Southern Counties League four of which lasted no longer than a season. Of the original ten, both Moffat and Vale of Dryfe resigned before the season started, while Thornhill pulled out in the October. Because they hadn't played any games so far, the committee elected Dumfries Hibernian as replacements. However the league suffered another blow when 6th Galloway Rifle Volunteers also resigned. By the turn of the year the competition was seen as nothing more than a side attraction, and by the end of the season it was decided not to revive the league for the following season.

In September 1905 saw the formation of a Border League based in Cumberland and also featuring clubs from Gretna and Newcastleton. This appears to have lasted one season.

On 21 May 1910, at the Southern Counties FA AGM, a proposal by Mid-Annandale to form another Southern Counties League was defeated and over the course of the summer other attempts were made to start a league . However, on 10 September 1910 at a meeting of clubs in Dalbeattie, the Dumfries & Galloway FA, the smallest of the local associations, re-organized the Dumfries & Galloway Cup as a league competition. The league was officially sanctioned by the Scottish FA on 4 October 1910. Again however, the clubs tended to focus on the cup competitions, and by the end of the season, the league was disbanded after less than half the fixtures were played. The trophy was withheld and put up again as a knock-out tournament the following season.

In 1913 six of Wigtownshire's seven senior clubs decided to form a Wigtownshire League. Whithorn didn't enter, but three other clubs had difficulties playing fixtures namely Stranraer (who had a dispute with the Wigtownshire FA), Creetown Volunteeers (who had no ground) and Garlieston Excelsior. Despite matches being fulfilled during the first part of the season, none were played after the New Year, and the league was eventually wound up soon after. Although the fixtures were not completed, Newton Stewart were still awarded the Championship. The Wigtownshire League was re-formed in 1923 and played during two seasons from 1923 to 1925. Because of the large number of cup competitions being played at this time, it was impossible for the members clubs to fulfil their fixtures, and the league was wound up after two unfinished seasons. Despite this, Stranraer, St Cuthbert Wanderers and Newton Stewart still managed to play some matches in the Southern Counties League that was played during 1924-25.

The Southern Counties League was revived in 1914. Based in the eastern part of the region, the league, which was running smoothly for a change, had to close down after the onset of the Great War forced a number of clubs to suspend operations.

1920-21 saw the organisation of another Kirkcudbrightshire League. It wasn't actually formed until March 1921but despite its late start all the fixtures were actually completed. It was then renamed the Stewartry League in 1921 but the second season saw the competition unfinished and the league subsequently folded.

The Southern Counties League was also revived in 1921. Despite completing only half of their fixtures in the Stewartry League, St Cuthbert Wanderers also competed. Despite no club completing their fixtures, the title was awarded to Mid-Annandale and with their main rivals moving to other leagues in 1922-23, Mids ran away with the title for a second successive time. The creation of the Scottish League's Third Division in 1923, and the loss of four of the region's strongest clubs to it, the Southern Counties League disbanded.

The last time a county league was played in the Galloway region was from 1923-1925 when the Wigtownshire League was aain played. Again the fixtures were unfulfilled and both seasons' competitions were unfinished.

A Southern Counties League was also played during 1924-25, Dalbeattie Star being awarded the title despite less than half of the matches being played.

After a series of meetings by the Southern Counties FA in 1927, the Southern Counties League was re-formed with the St Cuthbert Cup being awarded to the winners. Seven clubs intimated that they would take part, with only Whithorn declining the invite. When the league finally got under way, Garlieston and Wigtown & Bladnoch had withdrawn although Creetown had joined. As in most of the previous attempts the league was unfinished but the following season saw the league expand to ten clubs, split into Northern and Southern sections. The league reverted to a single division for the rest of its history except in 1932-33. This season saw the inclusion of three Wigtownshire clubs in a Western section. However this had no bearing on where the title would end up as the Eastern section winners were declared champions. By 1937 the league had been losing its importance as more emphasis was put on the cup competitions and the competition was ultimately dropped from the fixture list at the Southern Counties FA AGM in July 1937.
